The City of Lufkin is beginning a campaign to deter people and businesses from littering.

Purple signs reading "Purple Pride Do Not Litter," will be placed around Lufkin, warning people they can receive fines up to $500 if they are caught littering.

Assistant Director of Solid Waste and Recycling Lynn Winthrop says that the campaign is about community pride.

"With all of the positive things happening in Lufkin, we don't want to get bogged down with unsightly trash blowing along our roadways and clogging up our drainage ditches,."

Deputy City Manager Keith Wright, who had the idea for the campaign, said that "we have a real litter problem in the community," and says he sees these signs, along with substantial fines, as a way to keep the city of Lufkin litter-free. Read more about it in the Lufkin Daily News.


The Inspection Services Department is responsible for both building and code enforcement in the City of Lufkin. Our department also administers the HOME Program Grant.

Our offices are located in Room 255 of City Hall. Business hours are 8:00 am to 5:00 pm, Monday through Friday. Our offices are closed during 12:00 pm to 1:00 pm for lunch.

 As of September 1, 2007 all residential contractors must be registered with the Texas Residential Construction Commission prior to any municipality issuing a permit for residential; remodeling, alterations, or additions as well as all new residential construction. House Bill went into effect September 1st. and requires Inspection Services to make sure that a building contractor is registered with the State. Although builders were previously suppose to register with TRCC when building or making any kind of additions or improvement costing $20,000. or more, the new law lowers this to any project costing $10,000. or more. Another new addition to the law makes Inspection Services responsible for making sure all builders are registered with TRCC before the city can issue a building permit. “We have been place in the position as law enforcement agency for the State on this,”

Texas Residential Construction Commission was originally created in 2003 and its rules went into effect September 2004 in order to hold all builders and contractors of residential buildings accountable, but House Bill 1038 gives TRCC more authority and makes the law stricter. By making all builders register with TRCC and register each individual project costing $10,00. or more anyone hiring a builder can check online to see if he or she is registered or not. The web site also makes available any complaints filed against the builder that resulted in disciplinary actions by TRCC. According to the law a builder is defined as “a person who for a fee sells, constructs, manages or supervises construction or contracts for construction, supervision or management of construction.

The new law does exempt a very few individuals, but exemptions are narrow and hard to get. For example, any homeowner who has lived in a house for a year or longer may be exempt. However, the title must be in his or her name for an entire 12 month. If the title transferred at any point within the 12 months after construction is done the homeowner is no longer exempt and must register with TRCC.

Interior designers or decorators would also be exempt as long as they only focus on designing the interior of the home and aren’t actually building or constructing anything in the home. The law has many other rules builders must follow including they must take five hours of continuing education every five years and one hour must be in ethics.

A penalty of up to $1,000. a day can be given to any builder who builds without registering with TRCC. Attention Building Contractors

As a condition to the issuance of a building permit for construction work in the City of Lufkin a Compliance Bond in the amount of $5,000.00 shall be given to the City of Lufkin (Ord. 417) for the purpose of guaranteeing compliance with all city codes, ordinances, rules and regulations.

Allow approximately three days for typical permit review times. Larger projects require longer time periods. Longer review times are generally due to a lack of information supplied by the permittee. Provide two sets of plans to the Inspection Department. Plans will be routed to Planning, Engineering, Fire Marshall, and Plan Review for approval.

To report violations of City codes or ordinances contact Code Enforcement at (936)633-0298. Typical code violations are abandoned cars, weedy lots, and illegal dumping or improperly disposed trash.
