The City of Lufkin operates under the Council-Manager form of government, with all legislative and policy-making responsibilities vested in the City Council and all administrative responsibilities vested in the City Manager. To assist in the execution of his responsibilities, the City Manager has an administrative staff.

Kevin was appointed city manager in August 2022 after serving in the interim role for six months. Gee holds a Bachelor of Science degree in Civil Engineering from Texas A&M University and is a licensed professional engineer with over 20 years of experience in transportation and public works engineering. Gee joined the City of Lufkin in 2018 as city engineer. He is married with two children. As City Manager, Gee oversees the administrative operations of the city government and implements policies set by the City Council. He works closely with the Mayor, City Council members, and other city officials to ensure efficient delivery of municipal services to Lufkin residents.

Brian W. Bray joined the City of Lufkin in August 2023 as the Asst. City Manager serving as part of the Leadership Team, advising and assisting the City Manager in accomplishing the strategic goals and initiatives of the city. Bray previously worked for the City of Nacogdoches for 20 years serving in various roles, most recently as the Community Services Director and Historic Preservation Officer.  He graduated from Texas Lutheran University in 1998 with a Bachelor of Arts in Public History, including a minor in Cultural and Ethnic Studies, and the University of North Texas in 2000 with a Master of Science in Information and Library Science. In 2006, he completed the Certified Public Administration Program through Stephen F. Austin State University (SFASU) and from 1995 to 2004 he served in the Army Reserves in Civil Affairs and Chemical Operations. Brian is married to Claire Bray, Associate Principal at Nacogdoches High School, and they have two wonderful daughters Julia and Audrey.

Kara Andrepont was named City Secretary in February 2012. She has been employed with the City of Lufkin since 1998. As City Secretary she is responsible for the management, organization and processing of all official records of the City as well as the preparation of all City Council meeting documents along with conducting all Municipal elections. Kara is a Texas Registered Municipal Clerk as well as a Master Municipal Clerk and Athenian Fellow through the International Institute of Municipal Clerks (IIMC). She is also an active member of the Texas Municipal Clerks Association (TMCA), where she serves as a Board trustee and also serves as President of the local Pineywoods Chapter of TMCA.

Kristi Skillern has been the City Attorney for Lufkin since August 2022. She oversees and counsels on all legal matters for the City Manager, City Council, and all City departments, including police and fire. She is also the Director of the City’s Municipal Court and assisted in starting a Teen Court program for juvenile Class C offenders in 2023.

She has been a licensed attorney for over 30 years and has extensive experience in many legal areas, including commercial litigation, contracts, and personal injury. She has been a trial attorney for most of her career. She is a member of the State Bar of Texas and the Texas Bar College-Society of Legal Scholars and is licensed to practice law in Texas and federal court in the Northern and Eastern Districts of Texas. She is an active member of the Texas Municipal League and the Texas City Attorney’s Association. 

She lives with her husband, Michael, who serves as Chief of the Diboll Police Department. They enjoy traveling, spending time with family and friends, and fishing on their property in Diboll.

Chris Key joined the City of Lufkin in February 2024 as the Director of Engineering Services/City Engineer.  Chris manages the activities of the Engineering Services Department, which includes the engineering, inspections, and planning divisions.  He provides oversight to development review and construction permitting, technical compliance with all applicable codes, ordinances, and criteria, and is the project manager for all construction and capital improvement projects.  Prior to joining the City, Chris attended Texas A&M University in College Station where he graduated with honors with a Bachelor of Science degree in Civil Engineering and is a licensed professional engineer with over 10 years of public works engineering and project management experience.  Chris previously worked at the Angelina & Neches River Authority as the executive manager of utilities where he oversaw and managed facility operations and capital improvement projects for numerous water, wastewater, and composting facilities.  Chris has also worked in the private sector as a consulting project engineer on a variety of municipal projects and within the steel industry as a district sales manager and design engineer.  Chris is married to Kristol Key and they have been blessed with three wonderful children; Summer, Traition, and Bryleigh.

Bob Samford is a graduate of Sam Houston State University and has completed Executive studies at Harvard, Wharton and Stanford Business Schools. He has served on the executive committees of the Texas Association of Manufactures and Texas Taxpayers and Research Association. His community involvement includes Board of Directors Dell Children Hospital Volunteer Services, Board of Directors Lake Travis Education Foundation and Board of Directors Texas Parks and Wildlife Operation Game Thief. 
He is an accomplished and goal-oriented leader with a comprehensive state and local management background encompassing the areas of public policy, government affairs, regulations, communications, stakeholder engagement, and strategic planning. He has strong leadership and analytical abilities, with proven expertise developing new programs, change management, developing and implementing stakeholder engagement strategies, managing complex advocacy projects, and integrating and directing cross-functional teams.

Belinda has been with the City since March 2000 and was appointed director of finance in March 2011.  Belinda holds a Bachelor of Arts in Political Science and History from Stephen F. Austin University and has over 30 years of experience in accounting and finance.  As director of Finance, Belinda is responsible for the operations of the Finance Department, EMS Billing and Utility Collections.  Belinda has two children and five grandchildren.  Her interests include church activities, crafting, her dogs and spending time with family and friends.

Jessica Pebsworth was appointed as the communications director in October 2020, and she acts as the spokesperson and primary media contact for the City. She began her career with the City in 2015 as a public relations specialist for the Lufkin Police Department. A 2003 graduate of Lufkin High School, Jessica earned her communications degree from Stephen F. Austin State University in 2007. Her professional background includes roles in human resources recruiting and media. Outside of work, Jessica enjoys spending time with her husband, Kevin, their two daughters, Alyssa and Mila, and their dogs, Sadie and Winnie.
