The City of Lufkin operates under the Council-Manager form of government, with all legislative and policy-making responsibilities vested in the City Council and all administrative responsibilities vested in the City Manager. To assist in the execution of his responsibilities, the City Manager has an administrative staff.

Kevin came to work for the City in 2018. He holds a Bachelor of Science degree in Civil Engineering from Texas A&M University and is a licensed professional engineer in the State of Texas. He has over 20 years of experience in transportation and public works engineering. Kevin is married with two children.

Kevin was promoted to City Manager in August 2022.

Gerald Williamson was appointed Assistant City Manager in July 2020 and oversees IT, HR, Municipal Court, Convention Services, Kurth Memorial Library, and Public Safety. In August 1987, Williamson began his service to the citizens of Lufkin as an officer for Lufkin Police Department. Gerald was appointed Chief of Police in February 2014. In 2018, the Fire and Police departments were restructured and Gerald was chosen for the position of Director of Public Safety.

Brian W. Bray joined the City of Lufkin in August as the Asst. City Manager of General Services. 
He has a strong municipal background, having spent the past 20 years in various roles with the City of Nacogdoches – most recently as the Community Services Director and Historic Preservation Officer.

Kara Andrepont was named City Secretary in February 2012. She has been employed with the City of Lufkin since 1998. As City Secretary she is responsible for the management, organization and processing of all official records of the City as well as the preparation of all City Council meeting documents along with conducting all Municipal elections. Kara is a Texas Registered Municipal Clerk as well as a Certified Municipal Clerk and Athenian Fellow through the International Institute of Municipal Clerks (IIMC). She is also an active member of the Texas Municipal Clerks Association (TMCA) and serves as President of the local Pineywoods Chapter of TMCA.

Kristi Skillern has been the City Attorney for Lufkin since August 1, 2022. She oversees and counsels on all legal matters for the City Manager, City Council, and all City departments.  She is also the Director of the City’s municipal court and assisted in starting a Teen Court program for juvenile offenders.

She has been a licensed attorney for 30 years. She graduated from Baylor University with a Bachelor of Arts degree in English. She continued her education at St. Mary’s University School of Law in San Antonio, where she was selected to serve on the prestigious Board of Advocates-a student group, which administered trial advocacy competitions throughout the year. Since law school graduation, she has been a trial attorney for most of her career.

After graduation, she was hired as an Assistant District Attorney for Hidalgo County in Edinburg, Texas, prosecuting misdemeanor and felony offenders and had approximately fifty (50) jury trials. Since then, she has had experience on “both sides of the docket,” representing plaintiffs and defendants in various cases, including breach of contract matters, personal injury cases, commercial litigation, employment cases, trucking cases, and premises liability cases. Most recently, she was in-house counsel for State Farm Insurance for the past fourteen (14) years and managed a docket of 60-70 active litigation files from the start of the case to summary judgment, settlement, or trial. She served as one of two Trial Team leaders at State Farm and managed eight (8) other attorneys.

She is a member of the State Bar of Texas and the Texas Bar College, a professional society of legal scholars who are leaders in Texas and champions of legal education. She has additional professional designations, including Associate in Claims (AIC) and Certified Property and Casualty Underwriter (CPCU). She is licensed to practice law in Texas and federal court in the Northern and Eastern Districts of Texas. She is an active member of the Texas Municipal League and the Texas City Attorney’s Association.

She lives with her husband, Michael, who serves as Chief of the Diboll Police Department. They have three adult daughters, Sarah, Jenna, and Kathryn, two sons-in-law, Kyle and Jacob, and five (5) grandchildren. When not working, they enjoy traveling, spending time with family, hunting, and fishing on their property in Diboll.
